BUDGET

The Khadi Commission formulates budget guidelines every year. Product based annual budget for the year 2018-19 was adopted by KVIC in its 647th meeting dated. 26.7.17. On the basis of such guidelines the Budgetary works have been done for the year 2018-19.

Khadi Institutions shall also identify the Khadi products which contribute maximum to their production & sales revenue.

Khadi Institutions increase their production by 10-20% annually without considering the demand potential in the market.


Allocation of target :-

The production target for various products has been fixed on prime cost of products. The annual target for all varieties like cotton, silk, wool & polyvastra will be the sum of the Prime Cost of all the products in each variety.

Budget Approval Process:-

The State Director shall form State Khadi Monitoring Committee (SKMC) for scrutinizing and recommending the Annual Action Plans Submitted by Khadi Institutions to the Zonal Committees at Zonal Level.The SKMC shall hold discussion with the Khadi Institutions only if it is necessary and in normalcourse the Khadi Institutions may not be called for any discussion.The SKMC will ensure that all the Khadi Institutions whose budgets are considered
should possess valid certificate & Khadi Mark.

In the year 2018’19 altogether 153 nos. proposal of Khadi Institutions under KVIB fold were accepted and got the valid Budgetary Production Target.

 CENTRE OF EXCELLENCE MAY REFER TO A GROUP OF PEOPLE, A CENTRE OR A SHARED FACILITY OR AN ENTITY THAT PROVIDES RESEARCH AND TRAINING SUPPORT FOR DIVERSIFICATION OF THE PRODUCTION AT THE DESIRED LEVEL.

Skilling of artisans has been receiving focused attention. Skilling helps to familiarize the artisan with latest technology and design and helps upgrade the product up to the desired standard and to create an ICONIC Production Center within the West Bengal.

 

On 09.03.2011, Khadi and Rural Industries Awareness Camp was held at the Center of Excellence in Ashoknagar, West Bengal Khadi and  Gramin Industry Board. There was the presence of Shri Mrityunjaya Bandyopadhyay, Honorable Chief Executive Officer, Special Secretary of the West Bengal Government. There were also Shri Madhusudan Naskar, Honorable Secretary of West Bengal Khadi and the Gramin Industry Board.

Note: Refugee rehabilitation commissioner, 10 Camac Street Cal - 17 allotted a land – C.S Plot no. 291& 290 covering an area of more or less (4) four bighas of land in Habra-Sub-Scheme No. IV mouza Tababeria for utilizing the same for the purpose of setting up a Khadi Spinning Centre giving preference to local refugee and shall cater the need of the refugees vide memo no. B/767/RC Dt. 12.03.73.

 

GROWTH AND DEVELOPMENT: WOVEN IN THREAD OF KHADI CENTRE

The district Howrah possesses tremendous variety in all respect and is almost a miniature of India in terms of variation it contains.

In industrial map of West Bengal, Howrah holds a promotional position. During British period Howrah city was called “Glasgow” or “Sheffield” of India. The rapid urbanization of the district has widen the scope of ‘msme’.

But it is a matter of astonishment to note that this district till 2014 was a “NO KHADI” district.

Following the above, a comprehensive study was conducted by a team formed by the authority. And the team headed by the CEO of the Board for the possibilities of setting up of a Board’s direct production unit who gave a patient hearing to the people of some of the villages of the district Howrah.

In the block Udaynarayanpur at Pancharul G.P area some weavers and social workers showed their willingness for setting up a Khadi Production Unit. It was also revealed that there was a high possibilities of setting up of a khadi production centre. Near about 5000 weavers family are changed in the trade of hand loom sector through “Mahajan” system since a long time.

After submission of a proposal, the same was accepted and approved by the KVIB authority. And soon after that the Board authority has rightly seized of the opportunity and has given utmost importance to undertake the skilling programme under Khadi by the quality trainer of Jhargram. Moreover WBKVIB took necessary steps for capacity building of 40 spinners and 25 weavers at the initial stage according to the felt need. After that, production started at the premises of only 5 nos. weavers house through facilitating agency of  Udaynarayanpur Khadi O Gram Unnayan Sanstha, who acted also as the facilitator of the programme.

Previous livelihood of the artisans were mainly agricultural work and some were shifted from handloom activities who were mostly working in an un-organized set up which made them prone to exploitation by MAHAJON or MIDDLEMAN.

Series of efforts had been taken by the KVIB Head Quarter to redress the problems and since after two consecutive years the unit was started witnessing good growth in terms of production, development, sales etc. Besides that the same unit have already been established at gaza village under Kurchi Shibpur G.P under same block areas.

The average performance of the unit till date is more than that of other direct production unit of the Board. It had also created an enabling environment of spinning & weaving activities under a single roof as to render better services in the right direction. Now this centre is competent enough in all respect and may be termed as integration competency centre. From record we can say that each stakeholder- the Board, the facilitator, the artisans has performed their role properly in making quality fabric product and almost defect less spinning.

It is also heartening to note that the authority of the Board has identified the unit as the “TOP DEFFECT FREE PRODUCT PRODUCER” which result less wastage during next stage of production.

Now, the centre is being promoted to a ‘KHADI COMPETENCY PRODUCTION UNIT, and restructed with the following-

A. i) Spinning Unit (40c yarn) = 80 nos.      
ii) Spinning Unit (70c yarn) = 40 nos.
iii) Spinning Unit (100c – 150c) = 50 nos.
B.Weaving unit with pre-loom activities
C.Dying Unit
D.Printing Unit
E.Selling Unit: Fabrics are being sold to Khadi Institution

Or,

  1. Fabrics are lifted by the Central Store, 12, B.B.D. Bag, Kol- 700 001 for selling of ready to use materials through Khadi Gramin Outlets of Board.

    • F. Facilitating agency was selected and engaged to run the production activities properly to elevate the production up to the desired level.

At present there are 170 spinners and 80 weavers who were imparted the necessary development training and producing products as per the desired level.

 

“SAMRIDDHI” KHADI PRODUCTION CENTRE, UDAYNARAYANPUR, HOWRAH

Production Planning and Control (PPC) therefore, is an effort to optimize the process of conversion of raw materials into finished fabrics required in the market. Since various activities are involved in the conversion of raw materials into finished goods, PPC is and has to be an integrated function the production unit has to derive maximum benefit out of planning. All the functions have inter-links; and the more such inter links are considered in the planning process, the better will be the planning process.

 

  

KHADI SCHEMES

Scheme is a large-scale systematic plan or arrangement for attaining some particular object or putting a particular idea into effect. West Bengal Khadi & Village Industries Board implemented various scheme in order to employment generation. 

 

CLUSTER DEVELOPMENT

 

CLUSTER DEVELOPMENT PROGRAMME (CDP)

B) In many ways cluster development has been practised since the earliest communities – from the medieval village. The first conscious application of a Cluster development was in Radburn, New Jersey in 1928. Currently cluster development is applied all over the India. From recent past there is particularly a strong push for it in West Bengal. Our State is gifted with a rich range of beautiful handicrafts. Almost every district of the state has its unique handicrafts. These Products are a part and parcel of the culture of the concerned communities. Passed on from generation to generation, these village industries have the potential of sustaining the artisans economically. Contribution of this sector to the national economy is immense. The Economical benefits of cluster development is that it requires less investments in infrastructure for growing up. Cluster initiatives are considered to be efficient policy instruments in that they allow a concentration of resources and funding in targeted areas with a high growth and development potential that can spread beyond the target locations.

 

What is Cluster

Geographical concentrations of inter-connected (Village Industries) enterprises and associated instructions that face common challenges and opportunities.

The definition highlights two essential features of Cluster:

      1. They consist of a critical mass of enterprises located in geographical proximity to each other. 

      2.The enterprises within them share many common features.

What is Cluster Development

It is a key strategy for enhancing the Productivity and competitiveness as well as capacity building of inter-connected enterprises within a specific cluster.

  • To organize the traditional Industries and artisan into cluster.
  • To provide sustained employment for traditional village industries artisan.
  • To render skills and capabilities through training and exposure visit.
  • To make provision for common facilities and improved tools.
  • To promote the active participations of the stake holders.
  • To enhance marketability of products of such cluster.

WBKVIB has undertaken 65 nos of cluster initiatives so far as per the direction of the State Govt. WBKVIB is working as a nodal agency and to ensure development, technology upgradation creation of CFC through PPP mode. Some of such initiatives are stated below.

 

 

Marketing is one of the major activities of (he Board. The Board generally procures the products of the Certified Khadi Institutions/Societies financed by the Board as a part of Market support and sales out those goods to the customers through it's 10 (Ten) retail outlets(Showroom) situated at different important locations of Kolkata Metropolitan area as well as in some districts. Due to such trading activities of the Board poor, rural artisans, women, in particular, attached with the KVI activities are getting confirmed partial employment and side by side the propaganda of the KVI Products is also being done amongst the people. The Board is also undertaking ihe sale of Handmade Paper Products which is being produced at its production units in order to patronize a traditional collage industry of the country.
The Board undertakes the sale of KVI Products of other states too. The Board also provides Marketing support to its assisted units by way of offering them opportunities to participate in different District/State/National Level Exhibitions. The Board itself normally participates in the State as well as National Level Exhibition/Trade Fairs for promoting sales of its own and its assisted units.

Marketing department have been running the Outlet in the name of Gramin. wheres 7 (Seven) No Gramin is under P.P.P model. 2 (Two) No of Gramin running by the Board. 1 (One) No of Franchaise by the Sabang M/s Adhikary Brother.

RURAL CRAFT HUB

Handicrafts of Bengal embody our rich heritage of aesthetics, creativity and artistry. In today’s globalised world, the growing retail industry, fashion and luxury markets demand for green productions. Besides on the rises its high potential for employment, the craft sector is economically important from the point of low capital investment, high ratio of value addition, and high potential for export and foreign exchange earning for the country. WBKVIB thus aims to unleash the potential of the sector in terms of employment, enterprise, export and growth. WBKVIB is implementing the project with a vision to develop the villages with hundreds of families traditionally skillled in craft traditions like Sitalpati, Madhurkathi, Terracotta, Pathachitra, Dokra, Wooden Mask and Clay Doll making, Kantha as vibrant craft hubs connected to national and international markets.

OBJECTIVES OF RURAL CRAFT HUB

  • Identifying, moblising and building capacity of 3000 artists families in 11 locations of West Bengal, create 10 Rural Craft Hubs and to access global/national market.
  • The project aimed at developing a vibrant craft sector by converting the traditional craft skills of West Bengal into viable enterprise, thereby ensuring socio-economic development of the rural poor.
  • To provide hard intervention of the WBKVIB for setting up the RCH projects at different places in West Bengal.
  • To enable the artisans in accessing market.

 VILLAGE INDUSTRIES SCHEMES

Any Industry that is located within a rural area, where the Fixed Capital Investment per Artisan (weaver) does not exceed Rupees One hundred thousand The Fixed Capital Investment can be changed by the Central Government of India whenever it so requires. Another advantage of Village Industries is that they require little or no capital to set up, thereby making them an economically viable option for the rural poor. This is an important point with reference to India in view of its stark income, regional and rural/urban inequalities.

Scheme is a large-scale systematic plan or arrangement for attaining some particular object or putting a particular idea into effect. West Bengal Khadi & Village Industries Board implemented various scheme in order to employment generation. Under the Special Component Plan, the Board has implemented various schemes, like foot-wear making, cane and bamboo articles making, carpentry and black-smithy works to provide employment to the artisans:-

i).Organising EDP Training for implementation of PMEGP under Village Industries Programme.
ii).Organising Trade Training with active collaboration of KVIC for different Village Industries Programme,
iii).Organising in Service Training of Board's Office personnel for upgradation of their skill and efficiency.
iv).Holding Workshops on different issues related to Khadi, Village Industries, Accounts and Marketing for Dissemination of new ideas for effective implementation Of Board's Programme.

Boards Event management is the application of project management to the creation and development of large-scale events such as fashon show, participation in fair, etc. It involves studying the brand, identifying its target audience, devising the event concept, and coordinating the technical aspects before actually launching the event.

There are separate cell for the process of planning and coordinating the event is usually referred to as event planning and which can include budgeting, scheduling, site selection, acquiring necessary permits, coordinating transportation and parking, arranging for speakers or entertainers, arranging decor, event security, catering, coordinating with third party vendors, and emergency plans. Each event is different in its nature so process of planning & execution of each event differs on basis of type of event.

 

 

KVIB also promotes products made using the indigenous handspun fabric in the Global Market. The average Khadi Sales through departmental sales outlets(Gramin) also witnessed a marked increase. One of the policy decisions of WBKVIB is to allow Private Parties to sell Khadi products under the brand name GRAMIN under the PPP  model for the same and for such it is to execute an agreement with WBKVIB & Private Party/ Khadi Institution/ any Govt. Organization. Such sales outlets are spread within the state of West Bengal. Such tie-ups would be beneficial to both organizations.

PROCEDURE OF FORMATION

MDA/MMDA 

The MDA (Marketing Development Assistance) scheme has been introduced in place of long existing Rebate scheme as an assistance to Artisans and Khadi Institutions.

Quantum

i) Artisans- 50% of settled amount.
ii) Institution- 50% of settled amount.
MDA is calculated on COST OF PROD. value but since 2017-18 a new scheme namely MMDA (Modified Marketing Development Assistance) has been introduced in place of MDA scheme on the strength of approval accorded by MSME&T Deptt. of W.B. vide memo no. 169/MSMET(v)/2k-09/15 dtd. 18.01.18.
MMDA is calculated on PRIME COST of Prod. value.
State Govt. share of MDA & MMDA are @ Rs. 10% & 15% respectively. All the Khadi producing Institutions having valid certificate are entitled to avail such benefit under this scheme.

 

 

 

THE MODIFIED MARKET DEVELOPMENT ASSISTANCE (MMDA) ON PRODUCTION SCHEME TO BE IMPLEMENTED WITH EFFECT FROM 01.04.2017 UNDER THE PURVIEW OF WEST BENGAL KHADI & VILLAGE INDUSTRIES BOARD.


BACKGROUND:

Khadi is handspun and hand woven cloth made by around a million traditional rural artisans. Handspun and hand woven characteristic is the Unique Selling Proposition of Khadi. Govt. of India has been providing MMDA @ 30% on the prime cost of production of Khadi in order to facilitate the product to compete with other textile product in the market.

Implementation of Modified Marketing Development Assistance (MMDA) scheme for Khadi & Polyvastra w.e.f 01/04/2017 in place of earlier MDA approved by MSSE & T Department, Govt. of West Bengal under the purview of WBKVIB.
MSSE & Department, Govt. of W.B with the concurrence of Finance (Audit) Department, Govt. of W.B has accorded approval for the introduction of Modified Market Development Assistance (MMDA) scheme with effect from 1-04-2017 in lieu of existing MDA by West Bengal Khadi & Village Industries Board in this State as per Govt. of India’s Circular No. DK/KC/Khadi/MPDA/Guidelines/16-17 dated. 26-12-2016 and guidelines laid down therwith issued by Directorate of Khadi Coordination, Khadi & Village Industries Commission subject to compliance of formalities laid down of the aforesaid Circular No. DKC/MDA-Policy/2010-11 dtd 16-04-10 of Govt. of India.

And the State Government accorded approval Vide No. 169-MSMET (V)/2K-09/15 dtd. 18-01-2018.

On the strength of the above noted order the WBKVIB has now decided to formulate and issue the brief Guidelines for giving immediate effect for introduction of Modified Market Development Assistance (MMDA) scheme on behalf of the MSME & T Department, Govt. of W.B w.e.f 01-04-2017.
The scheme has been effective from 1st April, 2017. The scheme will help Khadi Sector to reorient their activities extending adequate emphasis towards increasing artisans’ earnings as well as ensuring quality of Khadi to customers.

After introduction of MMDA from the end of KVIC, Govt. of India, the proposal for providing matching MMDA in the line of erstwhile MDA scheme to the certified Khadi Institutions/Societies in our state out of State Plan Resources and thereafter, the State Govt. has also decided to accept the proposal of the Board for Introduction of MMDA Scheme @ 15% on Prime Cost of production out of State Plan Resources.

The brief Guidelines in respect of above are now enunciate below for information and compliance for Certified Khadi Institutions/Societies, Offices of WBKVIB and KVIC in the State of West Bengal and others concerned.

Brief Guidelines for implementation of MMDA (State Govt. share)

1. The existing MDA scheme has been modified and termed as MMDA (Modified Marketing Development assistance). The newly scheme is effective from 2017-18 (01.04.2017).
2. The Modified MDA (State Govt. share) shall be calculated @ Rs. 15% on PRIME COST. The Prime Cost includes cost of raw material plus conversion changes up to grey cloth plus processing charges without margins (Establishment Expenditure, Trading, Insurance & Bank Interest)
3. All the Khadi Institutions/ Societies have to submit their claims in the form of MMDA instead of MDA as per existing proforma.
4. Under MMDA scheme the artisans engaged in the pre processing activities of Spinning & Weaving, Dyeing & Warping shall also be considered as the stakeholders along with Spinners, Weavers, Reelers and Turners.
5. The staff of Khadi Institutions involved in either in Production or Sale shall be considered as stakeholder of such MMDA.
6. Khadi Institutions/Societies undertaking production as well as sales activities shall be entitled for 50% of MMDA on Prime Cost and the remaining 50% shall be distributed among the spinners, weavers, reelers, turners and other respective artisans.
7. The Khadi Institutions/Societies should submit their claims of MMDA yearly to the respective District Offices of the Board.
8. Settlement of Claim:
All the claims as received will be examined and audited time to time by the entrusted officials of the Board and on the strength of desired recommendations from concerned District Officer the verified claim bills/reports shall be considered for payment subject to availability of fund from State Govt.
9. Furnishing of Utilization Certificate:
The Khadi institutions/societies availing MMDA will be bound to furnish utilization certificate within 1 month from the date of receipt of MMDA grant.

10. Utilization of MMDA for certain purpose, such as renovation, modernisation etc. may take a period more than one year. In such cases the Societies/Institutions will be allowed to spent MMDA portion up to 2 years.

The Khadi Institutions/Societies must submit their claims along with following documents:

1) Claim Bill in duplicate (as per proforma)
2) Copy of SFC approved target.
3) Copy of Certificate from the Registrar of society regarding Members of respective Managing Committee.
4) Copy of resolution regarding MMDA claim.
All the payments by the Khadi Institution/Societies out of MMDA must be through Aadhar linked bank (RTGS/NEFT) a/c to its stakeholders.

SPINNING/REELING AND WEAVING CHARGES INCLUDING PROCESS WASTAGE, ARTISANS INCENTIVE AND ARTISANS WELFARE FUND ETC.

Compliance of all the above points will be ensured by WBKVIB while settling the MMDA claim of each Institution/Society.

Definition of MMDA: MMDA on Production is an assistance proposed to be provided on Prime Cost of Khadi and polyvastra achieved by the certified Khadi institutions. The Khadi institutions, having valid Khadi certificate and categorized are only eligible to avail MMDA grant from WBKVIB/State Govt.

Rate Of MMDA: MMDA shall be allowed @ 15% ‘on Prime Cost (Cotton including Muslin Khadi, Silk, Woollen) and polyvastra to the extent of production target approved by the Standing Finance Committee (SFC) of KVIC for a particular Financial Year.

Producing Institution for the purpose of MMDA will mean the institution engaged in the activity of production of Khadi.
Selling Institution or sales outlets including departmentally run units of KVIC and KVIB for the purpose of MMDA will mean the institutions engaged in the activity of selling of Khadi purchased from producing institution.
Composite Institutions will mean the institutions engaged in the activity of producing and selling of Khadi.


Test Check/Test Audit and Monitoring of MMDA on Production:

1. WBKVIB shall conduct test audit/check of MMDA claims through its own officials in respect of all the institutions availing MMDA. The WBKVIB will reserve its right for such test audit/check and in case of any mis-utilization, it may order for complete audit of accounts of the Khadi institution. The MMDA claims will also be opened for ‘internal audit’ by the A.G., West Bengal.

2. As the funds for MMDA would be extended from Public fund, the Office of Auditor General of WB will have the right of conducting audit/test check or otherwise as decided by that office.

Dispute settlement in transfer of MMDA:

1. In case of non transfer or improper transfer of MMDA by the producing institutions to other stake holders especially the Artisans, the Stake Holders should bring such transactions immediately (Within one month of transaction) to the notice of the H.O through its District Office who will direct the producing Institutions to the eligible portion of MMDA forthwith. If any Khadi producing institution is not complying with the norms as laid down in the circular the CEO, WBKVIB will reserved the right to deduct the amount from the claim of the khadi producing institutions and remit the same to the Stake Holders i.e Artisans/Institutions as the case may be.

2. The Chief Executive Officer, WBKVIB shall be the appellate authority for all disputes and all Khadi Institutions will be bound by his decision.

Modalities of "Muslin Tirtha"

A) Raw Material Bank
i) To procure Roving from Central Sliver Plant, KVIC(Hajipur & Trichur or any such plant) and to supply Cotton roving for Spinning 10(T-20(r & 300" Metric Count of Muslin Yarn to various Khadi Societies,

ii) To procure Suvin Cotton / Sliver from bonafide agencies / plant and to supply Suvin Cotton / Sliver for Spinning 400S-500S Metric Count of Muslin Yarn to various Khadi Societies.

Mode of operation of Raw Material Bank
i) Khadi Societies have to place indent for Raw Material to District Officer along with the Demand Draft drawn in favour of "West Bengal Khadi & Village Industries Board". Rate of materials will be fixed up by H.Q.
ii) Raw Material will be issued by the District Officer to the Khadi Societies. 
iii) Stock Register is to be maintained by D.O. and Stock position indicating available Stock and further requirement is to be submitted monthly to H.Q.

B) Training Centre for Spinning, Weaving & Dyeing & Printing of Muslin Yarn & Fabric

Board's officials from Head Quarter or from other Districts may stay in the Guest House during official tour without any cost but fooding have to arrange by the officials. Out side Guest may be allowed to stay in the Guest House by paying Rs. 1OO/-{ Rupees One Hundreed) only per day maximum 3 (three) days with prior approval of C.E.O. of the Board. District Officer has to maintain Log Book for the Guest House. No staff is allowed to stay in the Guest House permanently. Guest House should be cleaned & maintained properly. District Officer will take appropriate action regarding this. Fund collected to stay in the Guest House by the outsiders is to be remitted to Head Quarter in every Month.

 

 

SOCIETIES , KHADI INSTITUTIONS


Khadi Institution
The Societies Registration Act, 1860, provides for facilities to form institutions for carrying on social and economic activities especially with a view to creating gainful employment for poor artisans through Khadi activities organized on no profit no loss basis. However, this Act does not permit formation of institutions to undertake commercial activities.

Structure of Institution
Registered institutions have their own decentralized units of production and each institution has a Chairman, Secretary, Treasurer and other executive members. So far as the institution is concerned, the Chairman of the institution is assisted by the Secretary, Treasurer, Accountant, Internal Auditors, Production Managers, Sales Managers and others. It would not be out of place to mention here that most of Institutional Seretaries hold on to the same post for years together without any retirement age limit and some times it is even here ditony.

Operational Area 
Each institution has its own operational area which is demarcated by the Certification Committee of KVIC, Mumbai.

Function of Registered Khadi Institution 

1. Extension of Khadi activity in the rural and remote areas.
2. To give financial and technical guidance to the individual artisans.
3. To supply the raw materials and marketing of the products of the artisans.
4. To supply the tools and equipment for the registered artisans.
5. To select the artisans for training/upgradation at the centres or outside the centre.
The registered institutions perform broad socio economic functions for the welfare of artisans, non-artisans and the people of the area concerned.

MSME&T Deptt., Govt. of W.B. through its WBKVIB has taken up the ‘Project Muslin”, where WBKVIB has been assigned the task of exploring the possibilities and potentials for reviving the old glory of heritage MUSLIN CRAFT, the pride of Bengal in one hand and overall livelihood development through a holistic approach of the stake holders on the other.
 

Background of Project Muslin :

Under British rule, the British East India company could not compete with local muslin with their own export of cloth to the Indian subcontinent.

Though Gandhiji believed Khadi can play a vital role in the economic growth of the nation the Bengali muslin industry was suppressed by various colonial policies. As a result, the quality of muslin suffered and the finesse of the cloth was lost.

There have been a few attempts at reviving the muslin industry even after independence. In the present day, many different types of muslins are produced in many different places.

It surfaced that those who were attached with Muslin compelled to shift to the other profession as they could not get benefits they were entitled to. Due to lack of storage and lack of proper marketing and it has become a seasonal occupation. They were in despair, the hands that could weave dreams, that could create beauty were becoming listeners. The Youth were either not learning or unlearning the teaching of their forefather. Some of them became agricultural workers, some of them started pulling rickshaw. The West Bengal Khadi & Village Industries Board has rightly seized of the opportunity and has given utmost importance to intervene in the following areas.

 1. Skilling/Training : It is an important Policy Priority for Bengal Muslin.

 2. Infrastructural Support.

 3. Quality Control.

A revival package for superfine cotton-thread has been taken up under ‘PROJECT MUSLIN’ by the Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal. Its primary objective is to revive the muslin industry and ensure that the artisans get remunerative returns and appreciation for their unique skills. WBKVIB was entrusted to implement the project.

It was indeed an honour for  the WBKVIB made a MOU with Kolkata Craft Combine Society for soft intervention to the Muslin artisans.

1. Skilling/Training :

WBKVIB’s policy intervention have translated into concrete programmes of action which addressed four major skill challenges – scale, quality, employability and aspirations and several interventions have been introduced in both short term and long term.

Upskilling and reskilling a key component of the skill ecosystem.

WBKVIB had been imparting skill training across the state through Privet Partners.

Skilling is destined to become a great success in coming years and widen the opertunities for women in big way added to this is the need to diversify Products of Khadi Muslin.

Start ups showed that there were huge prospects ahead and little more encouragement and support from the KVIB would bring out the desired result.

Training Projects were allocated to those trainers who can train properly so that weavers can change themselves with the changing time. This is a perfect case study as to how all concerns can join hands.

Skilling had been receiving focused attention. Skilling helps to familiarize the artisan with latest technology and design and help to upgrade the product to the Global standard with better dyeing process and weaving techniques.

The artisans were mostly poor exposure to new technologies. Series of efforts had been taken to redress this problems and the sector is now witnessing good growth in terms of product developments.

Training of high count Muslin (400s – 600s and above)

Matiary Kutir Shilpa Pratisthan at Nawadwip is the facilitating agency which runs the training center under WBKVIB for creating Muslin fabric of 500 count and plans to take up the challenge of producing fabric as fine as 600 counts. There are approximately 60 women that work in the

unit and they plan to extend it to more women of the area and make it a complete unit handled exclusively by women.

MODERNIZATION OF PRE-LOOM/WEAVING PREPARATORY SECTION FOR KHADI SECTOR

West Bengal Khadi & Village Industries Board had taken a project of “Pre-Loom/Weaving Preparatory Section” in the arena of Khadi Sector in association with Govt. College of Engineering & Textile Technology, Serampore.

 1. Preparatory process is the backbone of weaving performance i.e. quality and production. In Khadi, the primitive process is laborious and time consuming. As a result the suitable process is to be developed for preparatory section of Khadi Industry is utmost essential.

2. The aim of this project is to enhance the quality of Khadi fabric and also to resolve the problem associated with Khadi Weavers and Khadi Weaver’s family by adoption of appropriate technology with the modification and mechanisation of Yarn preparation process which will reduce the work load and time of Weavers and thereby to resolve the social problem associated with the Khadi Weavers and Khadi Weaver’s family.

3. Hence, the aim of this project is to improve the Khadi preparatory process by (i) Method of wetting of yarn prior to sizing (ii) Modification of sizing paste preparation (iii) Elimination of step by modification of sizing recipe (iv) Improvement of knotting technique (v) Introducing of sectional warping over peg warping and (vi) Mechanised winding process.

II.The possibilities and potential for job creation and weath formation are immence in the Khadi Sector and to provide gainful employment at the doorsteps of the rural un-employed, especially youth and women. Women’s emancipation and empowerment at the core of all development activities of WBKVIB. Within good infrastructural facilities the building of CPC is an important and so far 496 nos. CPC have been completed and 96 nos. will be completed soon for the place of working Muslin Artisans.

It is an attempt to facilitate the development of Khadi spinners and weavers essentially belonging to BPL category by providing them financial assistance for construction of worksheds, on pilot basis.

Financial Assistance for construction of workshed will be provided to those Khadi Artisans who belong to BPL category through the Khadi institutions with which these khadi artisans are associated.

Quality Control :

Quality Control is a set of steps or guidelines designed to guarantee that a product (Khadi Fabric) meets certain performance standards and customer expectation. The above is generally measured by various production components or a set of steps or guidelines

  • Fiber manufacturing.
  • Yarn manufacturing.
  • Fabric construction.
  • Dye and coloration.

The entire components and tested at Board’s in house testing laborotary by the experienced textile engineers before receiving any such fabrics which is in brief :

  • Yarn testing : yarn occupies the intermediate position in the manufacture of fabric from raw materials. Yarn results are therefore essential, both for estimating the quality of raw material and controlling the quality of fabric produced.
  • Sampling : the sampling must be true and representative of the Bulk lot.
  • Ambient condition for yarn testing : Elongation, yarn evenness, imperfections, count etc. temperature 20+ 2 degree centigrade.

 

Raw materials of Muslin Khadi Fabric

A Khadi Institution (may be either the fold of KVIB or KVIC) Producing Muslin Khadi can only develop higher performance and sustainable profit ability if the quality standard are maintained (in sync) to the global standard. It also enhance competitiveness in Muslin Khadi Industry.

The programme aims to develop global competitiveness among Bengal’s Muslin Khadi Producers by improving the process design techn ology and market access. It also aims at value – added cost effective solution.

Muslin Khadi is already repositioning on the Khadi Map.

 

Board has set up a physical testing of cotton yarn and fabrics, chemical testing of cotton fabrics testing laboratory and also for the standardization of the parameters which is an ultramodern lab manned by qualified personal to ensure maintenance of quality to meet the stringent standard. We may test both physical and chemical properties of the yarn and fabric.
